 PANAMA CITY BEACH — Motorcyclists will soon gather to burn some rubber on the Beach. 

About a year since the event was canceled shortly after COVID-19 first made local headlines, the 23rd Thunder Beach Spring Rally is slated for April 27 to May 2, according to Panama City Beach City Councilman Geoff McConnell.

"All of the council continues to be concerned about COVID-19," McConnell wrote in an email. "(That said,) we are a tourist destination with a tourist economy. ... We depend on people coming to these events and spending money in the city."

He added that the rally was officially approved March 10 and will have four locations: Frank Brown Park, Harley Davidson, Indian Motorcycle and Lucky Cat.

The biannual event is known to attract thousands of motorcyclists, many of whom come from out of state, to boost the local economy. That is something Joe Biggs, president of Thunder Beach Productions, said is important for the area in the wake of the pandemic. 

Biggs said his event is an "alternative to indoor venues" for the influx of riders that will flock to the Beach regardless of if there's a Thunder Beach.

"They know the dates. They're gong to be in Panama City Beach," he said. "The local hospitality industry needs the business, and I think we bring a lot to the table as far as the revenue we bring into the market that has been hit pretty hard like most markets have. ... A lot of the folks (who come to Thunder Beach) invest in the area, they buy condos ... And I think that's a huge thing for the community."

Biggs added that his group's original application for the this spring's rally featured the same precautions as last fall's event, which included an emphasis on social distancing and face masks, no large concerts and no motorcycle jump show.

In light of the current status of the pandemic, he said his group is in discussions with the Panama City Beach Tourist Development Council to figure out ways his permit application can be amended to include more activities. 

"It's too short a time to be able to coordinate and do large concerts, but I think we at least want to do something within the venue at Frank Brown Park with smaller bands and have a reason for people to stay there besides the vendors," Biggs said. "Hopefully, we'll get through this event and things will be much closer to normal come the fall rally in October."
